Pravotvorets – Legal Protection and Advocacy

Legal protection is one of the core areas of Glory UA’s work. We operate at the intersection of law, defense, and public interest — defending military personnel, volunteers, veterans, and arms manufacturers.

In 2024, we supported the revival of the human rights initiative “Pravotvorets.”

Today, dozens of private arms manufacturers are under pressure from law enforcement agencies, while hundreds are discouraged from starting operations due to the risk of criminal prosecution. Even for possessing three cartridges and 6 grams of gunpowder, a person may face up to 7 years of imprisonment. The current licensing system, based on a “permit for a permit” principle and regulated by a 1992 Cabinet of Ministers resolution, effectively paralyzes any lawful entrepreneurial activity in this sector.

To address this issue системically, we initiated a series of actions:

  • Organized a petition calling for the removal of barriers to ammunition production for the Defense Forces, collecting 25,000 signatures
  • Registered draft law #11073 with the support of 16 Members of Parliament
  • Held a press conference with media participation and ensured coverage across social media and news platforms, reaching over 500,000 people
  • Raised the issue in the Verkhovna Rada, receiving commitments from the Minister of Internal Affairs and the Prime Minister to address and resolve these barriers
  • Established legal grounds for the operations of a weapons manufacturer (“Ivanych”)
  • Supported a public initiative to return the facilities of the National Defense University previously sold by the Azarov government, reaching an audience of over 120,000 people
  • Published the фундаментal work in criminal law by Cesare Beccaria, “On Crimes and Punishments”

Protection of arms manufacturers:

  • Shrek case: added the prosecutor to a public registry of persecutors and secured media coverage exceeding 1 million views
  • Odesa case: achieved the return of seized property and suspension of criminal proceedings
  • Provided legal and informational support to veteran Dmytro Mazokha, who was assaulted by security personnel of MP Tyshchenko; ongoing media support aims to prevent impunity
  • Civil Safety Academy case: on appeal, the court obliged the Ministry of Internal Affairs and the National Police to revise inspection and licensing procedures
  • Defended the rights of volunteer and “cyborg” Leonid Chemodanov (“Zelenyi”), whom the State Migration Service attempted to deport

Administrative achievements:

  • Registered Pravotvorets as an online media outlet (media ID R40-05471, August 29, 2024)
  • Launched the Pravotvorets website and Instagram page
